I have had a private mail come to me about a university
teacher on tenure track who is openly plagiarising
material for an upcoming publication from his
subordinates. Said employer says that plagiarising stuff
is a fact of life and get used to it.

What can underlings do when bosses on the up and up rip
off your work at a university to get promoted?

Your thoughts please as I have no direct experience of
this and its churning up the person concerned, and the
object of the plagiarism has been forced to quit his job
already.

You don't say whether this is in Japan or not. Also, I'm not sure what you mean by the "object of the plagiarism"--the person being plagiarized? (I'm a bit slow this morning.) Still, the Chronicle of Higher Education has several forum threads on this:

The consensus seems to be that beating the person plagiarizing to the punch--say, by placing your research in another journal or even publishing it to the web--is the best revenge. Then, when the other person's "research" comes out, you have them. Twisted Evil
