Not into massive cities, like the outdoors, want to surf. Would like to have access to consumer goods such as clothing etc without to much hassle.

Anywhere in I-lan county would be good for you. Believe me, living there is a whole different world to the West Coast. The air's breathable.

Dashi and Fulong are where a lot of people surf. There's not a lot in these towns themselves.

Taitung and maybe Hualien should also be considered as option but it's definitely the East coast you want to investigate.
