How hard is it to get a small financial loan while working in taiwan?

Not difficult if you have a local to act as a guarantor, but effectively the loan will really be in that persons name. You would need to find someone pretty trusting of you to do this.

To the best of my knowledge it is next to impossible, if not impossible, for a foreigner to get a loan from a bank independantly.
