... the photo I sent in had a RED background. It took 1 week to receive the rejection with a small note saying FEC photos must have a BLUE background. Ain't that some dookie? That's 1 week off my summer vacation.
Should I add this to the FEC sticky? I'm in Hebei province BTW.

Mine had a red background two years ago in Shandong. Maybe they just changed the rules? Have you always been working in Hebei? |

Yes, I was in Hebei this past year, and the photo in my FEC has a blue background as far as I can remember. I had renewed it at the 6 month mark, but don't remember if it was the same photo for both semesters.
The book actually has a page for extending the validity so that a new book (and photo) is not necessary. It seems the photo required is for the paper application, which should be a renewal - and if it were me running the place - attached to the previous application and photo. These "new rules" are nuts.

edit addition:
My FAO secretary knew nothing of this background color rule before. Is it common anywhere else? A student said the driver's license photo requires a WHITE background. That's a shame, 'cause I was planning on using one of those pink and yellow flowered framed Hello Kitty photo booth pics. |

Sounds more like you had an anally retensive beuracrat who picked the same day you sent in your FEC application to quit smoking. Maybe they want "consistancy". |

I had my FEC processed just a couple of weeks ago - - red background. I had given my new school 8 of the same picture so they could use one for each bit of paperwork and document they needed.
However, I was told that when I came to Suzhou, I had to go to a "special, approved" photo shop to get a certain kind of head shot for the PSB (residence permit paperwork). I saw someone else's and they look like mug shots. There's a little series of numbers below the photo. As I won't be getting a booklet for the Residence Permit any longer, then I'm guessing this new picture will be used on the documents that stay in the PSB office.

Frigginhippie that BLUE back round request sounds hilarious. Most of the Chinese government officials have been accepting pics with RED back round in many parts of China.
I’ve just recently (two months ago) got my FEC and my pic’s back round was RED. They did not even care where my pic was done (developed).
I guess that consistency is something Chinese will never learn, will they?

For my first FEC and FRP I was told not to wear T-shirt (it was a very warm day). So I had to borrow the coat of the guy who took me to the photo shop. He was VERY reluctant, as though I would rip it or something. |

They approved my FEC despite the fact I hadn't even affixed the photo yet. I currently have two envelopes; one with photos with a red background and one with photos with a white background. Before I start using my FEC I intend to stick one of the photos in but I have to find out which. I think locally they wanted the white ones... |

Hey same here! Two years ago I got my FEC in the mail along with the Visa Notice and Invitation Confirmation -- and the FEC didn't have a photo until I was actually in China!  |
