I was under the impression from my school's HR dept that after 5 years on an FM3, I would have to get an FM2. But yesterday, a friend of mine living here said that is not true. Did a search and did not find anything that said I would have to change to an FM2 after 5 years here.

Is that the case? Just curious

As a holder of an FM3 you are allowed to stay in the country as a NON IMMIGRANT for a period of one year. This permit may be renewed annually. After the fifth year you may be interested in acquiring the next immigration status (IMMIGRANT) or simply continue as an FM3 holder.

FM2
This document applies to the IMMIGRANTS. As an immigrant you're not a permanent resident but you are eligible to apply to become an INMIGRADO (permanent resident - for residency in Mexico).

You can go ahead and start on your second FM3 booklet. An FM2 is optional, and personally I can see no advantage to it. It restricts your time out of Mexico, for starters. It also ends up affecting your ability to keep a foreign plated car here. Rather than go that route, I recommend you go for naturalization. No more FM anythings!

I know you Sam and Ben already answered your question. I just thought I'd ad this to help ease the process with your HR and immigration. You will ask for a nueva estacia not a prorroga.
