Anyone know what the wages and contract terms are for typical university positions in Shanhai?

I was offered a position last year at about RMB 6,000 a month at 24 hours a week.

I'd be more inclined to accept an offer of RMB 12,000 per month plus housing - realisitic?

6000/month+housing sounds normal for a uni in shanghai. unis won't pay much more then that, unless the contract is with an outside/western school. i also think unis in shanghai are more likely to demand masters deg. unis are the lowest or amongst the lowest paid english teaching jobs in china, and 12,000rmb+housing is a pretty good deal for shanghai. you might get that at a kindergarten or middle/high school, but i really doubt you'd get that at a uni unless, like i said, you were being paid by a western institution.

forgot to mention, if you're looking for a job now, you're a bit late. most positions (and most likely the best ones) would be filled up by now, as universities tend to get these things taken care of around april/may/june.
