Got it narrowed down. Wages sound better and red tape less in Vietnam but these southern Chinese cities sound very appealing especially if one can actually get a foreign expert legal status and a paid apartment (not easy in VN but then again it's so cheap to live in HCMC who cares?) Is there work for experienced ESL teachers with no degree in Zhuhai and Haikou?

Doubt you will get a foreign expert card without degree in Zhuhai. But you won't need one. Not tough to get paid apartment here, though- it is standard with a full-time contract.

What is appealing about those southern Chinese cities? Foreign expert status doesn't really count for anything.
