While I have no sympathy for dodgy employers, I've always held the view that it's the teacher's responsibility to do the homework first.

Of course, perfection is not possible ... there are still cases where a teacher can get shafted even after doing a super thorough search. But the chances of landing a higher quality job go up substantially with the amount of time and 'intelligent effort' put into the search.

If a teacher, usually a newbie, is lazy in the job search and gets stuck with a dodgy employer, is it only that employer's fault for what happened?

If people are desperate to get a job in China they are likely to get shafted - simple truth!
This is why I advise against talking up our employability in this country; the maojority of jobs on offer are bogus.
Of course, the stories circulated by some TEFLers may also be wanting in factuality. It is so much more comforting to know one is a "victim" of an abusive system; but the truth is that horror stories abound. They abound because people don't know that adventures often start out pretty harmlessly.

I believe Roger is correct in his last statement. (Sorry Roger; I think I clicked the 'pm' button by mistake)

If you are already experienced and know what to look for, it isn't so easy to remember what it was like the very first time when you knew nothing.

And the truth is that there are ways to cheat that would be beyond the limits of our imagination. How do you prepare for that, or guard yourself against it?

I've done a lot of importing to North America from China and I've had some astonishing experiences. I once had an agent send me a shipment of toys that were all either factory rejects or had been damaged and broken, and slated for the scrap heap.

My fault because I didn't specify "new" toys. I'm not lazy or stupid. It just didn't occur to me that a large agency would send me garbage instead of good products.

If there had been an 'importer's' board like this one, maybe I could have saved a lot of money and disappointment.
