It's an independent assessor of non-local qualifications. If you are required to apply for teacher registration in HK, your qualifications have to be assessed by the HKCAA.
All NETs in non-government schools must become HK registered teachers.
Some NETs have got by without registration, but it is, in most cases, a requirement.
The HKCAA will ask to see High School and Teacher's College/University transcripts and certificates, etc awarded. It can be difficult to provide all that they want if you went to teacher's college way back in the dark ages (1960s).
You can download forms from the HKCAA website:

Actually, registered teachers are those with formal teacher training. If you don't have that then you become a "permitted" teacher. As for HKCAA, the EMB may agree to look at your qualifications itself and decide on their own.

I'm a permitted teacher but I have formal teaching qualifications from the UK.
I only submitted my forms to the school and then received a permit to employ and unregistered teacher with permission to teach English Language.
I think as in all situations it very much depends on what the school does or requires.

Another point I'm also in a non-government school.

It all seems like a bit of a lottery with the EMB and the schools in HK. There does not seem any rhyme or reason to the salary structure. Finding equivalent teaching qualifications is subject to their interpretation of your documentation. Also, is it true if you work at a split shift school you teach 209 days but if you teach at a whole day school you teach 190 days? Big difference in holiday times.... Confused
