Im looking for schools or agencies in France or Spain. I cant travel for any interview and am currently in London. I have a degree and citizenship in an EU country and another from the US. I have previous supply/substitute teaching experience but nothing else. I cant find a job in London doing anything so ESL teaching seems to be the logical conclusion. Id prefer a place that would pay for travel and arrange housing, naturally.

It's not at all common for schools in Europe to pay for travel. Many will assist you in finding housing once you arrive, but the responsibility is ultimately up to you, in most cases.
You'll find that there are a lot of qualified EU member teachers competing for jobs in France and Spain. Your post sounds as though you're not especially committed to teaching as a career, but just need a fallback. You can probably find subsistance-level positions in either country, but ESL isn't going to offer much financially at your level of commitment. The better jobs require specific training, at minimum a 30-day course with supervised teaching practice. If you are unable/unwilling to commit some time and money to getting certified, you'll find that the life will be tight.

Don't fall for any outdated propaganda that ESL teaching is a mecca, and that just any native English speaker can walk into professional-level jobs. It ain't true. Confused
