Saturday June 21, 2003

Beijing has just issued new regulations for foreigners wishing to obtain a visa for permanent residency in China. The only requirement is that the foreigner must have lived and worked in China for five continuous years.

This is new and different from the "D" visa that requires marriage to a Chinese national.

Now that IS an interesting piece of news! Does your article say in WHAT CAPACITY one has to have spent five consecutive years in the PRC?
I mean it is easily possible to be a tourist for five years. Would that then facilitate obtaining this new permanent residency paper?
And, do holders of it have to pay taxes?
Need to pass a Mandarin proficiency test?

The curent foreign expert regs cleary state that a foreign expert should not be employed in China for more than 5 consecuitive years. It further states that the foreign expert should leave China at the end of five and not return for 2 years.

If the new visa regs are bona fide, they are a major policy shift for China.

One year in Shanghai but others have reported on another thread different time periods in different provinces.

The old reg limiting foreign experts to five years in Country and then two out can be found in:

"2002 Guide To Employment of Foreign Experts in the Fields of Culture & Education," Foreign Language and Teaching Press, prepared by Dept. of Cultural and Educational Experts of the State Administration of Foreign Experts Affairs P.R. of China

See page 76. Chapter VII (4)

I am still trying to get more on the new regs but my FAO is "drunken."
