Citibank might do it, but if you don't mind my asking, why would you want to withdraw dollars?

I don't want to exchange to Yen right away. I just need a place to store dollars for some time. It is basically a backup plan. If things don't work out in Japan, I could leave with dollars instead of yen!

You will still have to pay the airport tax in Japanese yen, transportation to the airport in yen, and your plane ticket in yen.

Why so paranoid about ditching?

rickman, I think most international banks would have a dollar account. I know that there are a lot of banks in Asia (though i'm still not that sure about Japan) that offers customers with the option of a dollar account.

Rather than set up a bank account, why not just keep a few thousand dollars in traveler's checks. That way, you can exchange them into anything depending on where you end up or into yen if you stay.
