Outstanding post, frankly. Sorry to hear it ended the way it did, with you leaving the country.
I was there from 98, and wanted v much to work at ACE until I heard a few things, and met a few people--and heard a few stories.
The place is a propaganda/pr outfit for the Australians--- Canberra doesn't care how it is run, as long as it makes money. that's my guess.
Judging by the stories I was told, Gary Glitter would blush to hear 'em.
Plus ca change... I am sure there is an apposite Khmer proverb...let me go look...
