I have received a lot of feedback from schools complaining that it takes longer this year than in the past to get the paperwork done for incoming teachers because the work that used to done by the foreign affairs office at the local government level is being taken over by the branches of the administration of foreign experts affairs and footdragging, power struggle, handpushing inevitably happened in the course.

I am wondering what the situation is like in other countries.
