To teach in an international school, is it sufficent to have a 3 year degree in Teaching english as a foreign langauge, celta and experince or do you need to be a certified teacher in your native country?

Almost always (there are always exceptions) you will need to have some manner of teacher certification and probably some public or private school teaching experience in an accredited institution (SACS etc). You will need it for sure at the "better" ($$) schools...I won't argue that this makes you a better teacher, but if you are serious about the profession, getting certified is something you should do just because it will open so many previously closed doors to you.
