ECC doesn't organize housing themselves. They set you up with an agent. It all depends on which area you are trying to get into. If their agents can't find you something, ECC will try to get you into a guesthouse until a shared 2DLK is available.
In my case, they couldn't find me a shared apartment in the area that I was supposed to work in, so I had to find my own. It took my about an hour (still in my home country) to find a room, and about 4 days to confirm and put down my deposit on it.
There are many sites on the internet that have housing links or classifieds. Try a google search, and if you have trouble, feel free to ask me, and I'll see if I can dig up some old links.
