If I go back to live in the Czech Rep., I plan on teaching English, but my partner is a computer programmer. I know there are lots of jobs in computers, but are any of them just part-time? I know this is unrelated to teaching, but do any of you know people who have worked either free-lance or part time as computer consultants or programmers in Prague? Also, he speaks English and knows very little Czech.

As far as documents are concerned, I am a Czech citizen and he a US citizen. We are married, so as far as I know, getting a work permit shouldn't be a problem for him. Am I right?

A work permit won't be any problem. It's also likely that he'll be able to find part-time jobs in some of the international companies, although he should be working on his Czech - it would give him much more of an edge.... I guess that he's not likely to walk into his choice of jobs (there are lots of very qualified multilingual computer specialists in Prague!), but I think with a little persistence it should be feasible for him to find something reasonable.
The work permit procedure has been improved somewhat - it's still a hassle. But your husband should be eligible for a permanent residency status, and if you're planning to stay any length of time, you should try to get this in addition to a work permit - I'm not sure which you'd need to get first. You can probably find exact information on line, though.
