IH Jobs - Huge difference in starting salary.Why?

Saw an IH job advertsied recently in Bangkok, but they seem to offer the same sort of package around the world. One thing i was wondering about was that the salary can vary from 35000-50,000 baht based on experience. That seems like quite a big difference in salary.

What exactly what factors/qualifications/certificates would determine a 35K salary as opposed to 50k?

Any ideas?
