I just wondered if these courses are legal and recognsied.

If you look at the American link on that page, it appears that ICS is known as what is now Penn Foster College in the USA. Penn Foster is both regionally and nationally accredited. From comments I've read on degreeinfo.com, PFC is reasonably well-thought of.

I don't know how the UK side fairs as far as accreditation, though.
