If I turn down on offer from a large chain school will I be blacklisted? I would think not.... but I am just checking. In fact, what does it take to be blacklisted? Do schools actually use the teacher blacklists?

I think you will be fine as long as you don't have your ARC and work permit with them yet. As far as I know the teacher blacklist is a government based thing. Schools do not have the right, officially at least, to blacklist a teacher. I think you can only get blacklisted when you leave your contract early without giving notice. Which will prevent you from working legally in Taiwan. But this can all change on a governmental whim and no one will be notified. The last I heard the blacklist was for life. I think it used to be for five years. But then there is also an appeals process.
There was a heated discussion about all of this about a year ago.
So anyway, if you haven't even started work with them then you won't be blacklisted. |

Ki is pretty well spot on I believe.
There is no teacher blacklist as such in as much as there is no list of names that schools can check. Basically what happens is that when a school makes an application for a work permit for a new teacher the CLA will automatically cross check the teachers details with their files. If the teacher has been 'blacklisted' then this will come up and they will notify the school that the teacher is being refused a work permit for this reason.
You need to basically have a work permit and leave your employer without the appropriate amount of notice (i.e. do a runner) to get blacklisted by the government. This is seperate from an immigration blacklist that your name would get put on if you get caught working illegally and/or deported from Taiwan. |

I don't know about Taiwan, but in Thailand, schools maintain informal blacklists. It sucks, but it is a reality in the TEFL business. |
