Or the Philippines. I read in Newsweek today that for jobs that are requiring fluent English speakers (for example, call centers), maybe 3 or 4 are hired from a hundred that interview. Many Filipinos, says the article, mix English with Tagalog (akin to Chinglish, perhaps?) more and more these days and fluency is quite low among the population.
