1)Do you need an EU Passport to teach ESL in Prague? What are the visa requirements to live and work there legally teaching English?

2)How old is too old to do this? Is 39 too old? I have a university degree, some ESL experience in Asia and Canada and plan to get Tesol or Tefl certified at a Prague school before I start the job search in that city. If I went with adequate savings is it possible to have a go at teaching ESL in Prague for a year at my age?

You should be fine. North Americans are still legally employable in the country. I started there ten years ago when I was 36; your age will not be a problem.
Normally, new teachers enter the country as tourists: I think you still have 90 days on a tourist visa. Spend a month on your course, another few weeks in job interviews, and when you have a contract, you can begin the (arduous) process of getting legal working/living status for the year.
Your training center should be able to give you clear and specific info on this issue.
