If they've got available FT housing they clearly won't fork out. In Shanghai, unis that didn't have space would pay up to 3K a month housing allowance. Ask; it doesn't hurt.

My friend in Shenyang moved into an apartment recently for 1500 RMB a month, of which the employer pays 800 RMB. The university does provide on-campus free accomodation but according to him, apparently the apartment is in pretty poor condition and he has had enough of curfews.

It really depends on the Uni and the people involved. The rule of thumb is that they will try to keep you on campus because it saves them cash, allows them to keep track of your whereabouts and 'keeps you safe'.

Not really. The FAO has to pay money whether the FT lives on campus or not. If the FT chooses to live on campus, the FAO pays another department that is the actual people responsible for the FT's on-campus housing. I don't know what the department is called in English but at my current university, it is called "hou qin" (后勤).

If you don't live in the FT apartment the FAO can always rent it out, and hence make a bit of cash himself. It never hurts to ask. I was given a housing stipend at my first university when I said I wanted to move into my own place, despite the fact that they had their own housing.

If the school doesn't have their own housing, chances are they'll have no problems with giving you a stipend, as it saves them the hassle of having to deal with finding and maintaining your apartment.

In Dalian at least one public uni and three private language mills will give a 1,000 rmb per mo housing allowance.

Out of interest, where do you want to work? My first job in Dalian said no way to housing allowance although the guy who just started said he got offered it. My new employer will pay max 800 rmb (a uni) and I know a uni that give 1000 rmb too.......depends how they feel on the day really - if you have a sample contract check it CAREFULLY for this info, make sure its in there. My apartment sucks at the moment, actually looking forward to moving!!!!!! PM me if you need anything.

I have squeezed 1500RMB a month housing allowance out of all three unis. in Dalian that I have worked for. I was a bit "green" the first time and had asked for 2000RMB a month. I then had to negotiate down to 1500, but the FAO was happy enough to save the 500!
Start high and work down. Try and get it into your contract as well before you sign it.

Different people, different experiences.

When my wife and I decided to move off campus last year, we had to force the university's hand by taking a flat and paying rent ourselves while keeping the campus ones.
We started negotiating an allowance for the following year but that's when the psb got involved and flat out said that they would cancel our work visas if we didn't stay on campus.... no this was no joke, they meant it.
