If offered a position teaching which includes a work visa, is it required by the Chilean government that the prospective teacher have proof of a return ticket in order for the visa process to go through?

Nope. The onus is on the employer to provide you with a ticket out of the country, or to your home country (opinions differ on this point), at the end of your contract, or if they fire you. In practical fact, no one ever gets this benefit. At any rate, you do not have to have the return ticket to get a work visa. All you need is a work contract. And if you can get an indefinite one, that's even better.
