Here are two offical goverment webpage "portals".
http://www.directorio.gob.mx
This doesn't seem to have an English version, but I have been able to find links to different agency/departments much easier on this site and those often have some of their information available in English too.
the other is

with an English version that has less content! at:
http://www.gob.mx/wb2/egobierno/egob_General_Information
or look for the tiny English Version button at the top of the page.
This one is a lot prettier, and I assume its creaters think its more user friendly than the directorio one, but its a question/answer format and I actually have had a harder time finding the information I was looking for on it. Its also a work in progress and some of the questions don't have answers!
Of course in Mexico most things are liquid, truths shift and the different states might not follow the letter of the law, so things you read on this site might not play out that way!
