Is it necessary to translate my resume into the language of the country in which I am applying? |

I'd say usually not, though other people in other regions can probably help answer that for you. Where do you want to go?
The resume/CV and cover letter is an opportunity to see your written English, assuming you are applying to an ELT position. |

I want to go somewhere in Latin America. I guess there are lots of English speakers there who will be able to read my resume? |

Unless it's a tiny rural school where you would be the only native-speaker on staff, there will be someone able to read it. Send it in English...you'll be fine. |
