I would like to make some board games, but haven't a clue on what kind of software to do this. Any ideas?

Microsoft Word works fine.

If you're not very good with a computer, what about a plain old ruler, pencil and paper. A Monopoly style board with blanks as a template works fine, and just fill in the information by hand.

Sorry for hijacking this thread but are there any good places in Tokyo to play English board games? I've got a hankering for some RISK.

If you're looking to create electronic versions of a table top game, then this program will probably fit the bill. You might even find premade gamesets for some popular games already made if you search the net.
