I'm not sure about the Mekong, but I worked in Hanoi last year as a short-notice cover teacher.
Basically I handed in my CV to about 3 language centres, emphasising that I could be availiable for short notice cover work, and they just phoned me up as and when they needed me with offfers of work. It was pretty much as simple as that. I managed to get loads of hours, in particular at one school, but of course, on this sort of contract it's just as possible to get no hours, and spend your whole time waiting for a call.
If your willing to take this gamble, i'd recommend it, as it means you can work on your own hours, the school will phone you up with offers of work and you can choose to accept or decline as it suits.
