Usually pre-existing conditions are excluded from coverage for certain periods of time. Sometimes for two to five years - depends on the policy.
Since high blood pressure is a fairly easy condition to treat and manage (usually), I would suggest to go ahead and apply and see what comes up.
Many expat policies do not require a physical prior to insuring you, but many of them are horrendously expensive.
Check this page for more info on different policies. I use KW Batten - but it requires (these days) UK citizenship. I got in before it was required. But try the quotes particularly from GOODHEALTH etc on this page:
