Maybe they don't offer any insurance for part timers...
Funny you haven't received any responses.

Most of the universities I know of don't have any part time teachers.
We don't.
I think the Uni where BenRounddeBloc works does have part time teachers...

Almost everyone in our EFL department is considered part-time. On the types of contracts most of us have, a person would have to teach 40 hours of classes per week to be full-time. No tenured contracts have been offered to anyone in our department since before I started working there 10 years ago. Some who started there 15 years ago have tenure, but it's not full-time tenure. Part of their hours are covered by tenured contracts and part of their hours aren't.

Back to the original question about medical insurance, everyone who works at the university where I work gets full private medical coverage no matter how many hours he works.

The Tec is almost all part-time, and no health insurance unless youre planta. I am full-time but not planta, and it was a hassle to get me on a fairly expensive plan that only covers emergency situations (through GNP).
