yes.
Yangon/Rangoon was fascinating, frustrating, oppressive, unjust, corrupt, and relatively inexpensive if you avoid government-run services. (which you should in my opinion).
I suggest asking your question(s) on the Lonely Planet's Thorn Tree forums. I found a wealth of info. re: Myanmar/Burma before I visited in Nov./Dec. 2006. (Has it been over 2 months already? )
