i'm in hanoi vacationing and would like to go over to Luang Prabang by bus, but all the options look like crap. any advice?

is the Tay Trang border crossing by Dien Bien Phu open to foreigners?

I've never crossed from VN to Laos that way. If you find out something, be sure to let us know your experience and how your trip went.
