96% of school leavers enter a degree awarding institution!

Is this because Taiwanese kids are genuises?

Is this because the Taiwan school system is so good?

No, it's a result of too many universities, MoE funding not being equally shared and a declining birth rate, amongst other things. In other words anyone can get a place anywhere if they pay the entrance costs and meet a minimal - very minimal - academic standard. People be aware of quality issues if applying to private Taiwanese universities for a job.
