Can anyone attest to this?

Because of 911, many changes have been put into place, here in Costa Rica,with agreements between the United States: Foreigners, seeking to work for a Costa Rican Company must enter Costa Rica with a tourist visa, if they require one, because Consulates of Costa Rica, do not issue business visas.

I dunno what that's supposed to mean, but you can get a work permit here if you get help from a business. Lots of work though, and only relevant if you're planning on staying for a long while.

business visas are usually only for people attending trade shows and negotiating contracts (e.g. engaged in business)

They will be employed and working, but not in a CR business. THis is more fashionable in Russia. Some countries call this a Multiple entry/exit visa, for example.

If you are not employed, you are coming to see the place (touring the employment scene, if you will).

When you find a job, the business should help you by sponsoring you for a work permit, which will come with a residency permission.

A round-trip ticket is recommended, of course. NOt only is it cheaper than a one way in most cases, but it will help you through Immigration if you come with all your stuff. Otherwise, tell them you are going to Panama next. Happens all the time. (Note: there are few jobs in Panama, so don't kid yourself.)
