Why not try an inter-cambio (language exchange) scenario? You get to learn Spanish, you help someone in return improve their English. Costs nothing and a good way to meet people too. |

one can find low cost Spanish classes at social centers run by the city, local govt. |

We pay a native speaker who is fluent in English - with teaching credentials - 15 euros an hour. This in Madrid.
Her price, not ours. |

May depend if you are starting from scratch or just brushing up. Intercambios are a great way to improve your Spanish and get to meet people, which can be difficult, depending on which provincial city you are talking about! Adult Education Centres also run courses, particularly for beginners or those with a low level. Times are usually inconvenient though. |
