Regarding the optimum time to arrive in San Jose:
I've heard that the first week is pretty much fiesta time, in which case, job hunting should ideally start on the second. Is there much difference between arriving during the 2nd or 3rd week of January?

No difference, except that you need to pay some extra nights of lodging, obviously. Febrary and onward is when you can expect to find work, especially if it's English teaching you want to do.
