The role of PNET does not only involve teaching. The whole point of the PNET scheme is for teachers with experience in their home countries to share teaching techniques/ideas with local teachers, through a process of co-planning and co-teaching. This means that you are expected to take the lead and advise local teachers on pedagogy related to language learning. You will also be expected to organise PDP sessions in your schools for the local teachers.
I think the question I would ask is why you are applying for any teaching position, given that you last taught over 5 years ago. Why do you want to return to teaching and why Hong Kong? Do you think that you have enough classroom experience to be able to benefit your school in Hong Kong?
My advice to you would be to:
1. Get a full TEFL Certificate (CELTA or TESOL cert) then gain some experience in a school (rather than language schools).
OR
2. Do a PGDE in English / Modern Languages.
If you are looking at Hong Kong as a long term career option and a commitment to teaching Hong Kong children, then the PDGE would be better in the long run. Your salary will be capped if you only have a CELTA and the MA wouldn't count for anything.
It is alarming that some teachers without any experience have been recruited. However, I would imagine that they are at least qualified teachers (or have a CELTA).
