| I've a friend who has a BA and a PhD, years of teaching experience but no TEFL certification. Would this meet the requirements of the education department? |

Were you thinking at a particular employer or just anywhere in Oman? If it was SQU, it would probably depend on what the BA and PhD were in... and what s/he had been teaching.
It seems like the Ministry jobs out in the hinterlands that are using recruiters are much more lenient with education and experience.
Just curious, but wouldn't a PhD do much better financially trying to teach in his/her field? ...perhaps just looking for a more laid-back teaching job? If s/he has never taught EFL, I would think getting a cert would be helpful... a month's time and not all that expensive.
