My students sometimes need notarized copies of their documents for applications to American universities.

Are there notaries in Japan? Who's qualified to make these documents official?

When I need something notarized I take it to the US embassy (I am in Tokyo). It is quick and easy. I think it costs about $30 payable in yen.

FWIW Notary publics do exist in Japan, and are usually made up or retired judges or magistrates- they work out of offices called "koyaku-ba" in Japanese and they can usually be found in the yellow pages or you can do a search on the internet if you read Japanese Kanji.

I went to see one a few months ago about notarising some security documents and in Kyoto they cahrge about 10,000 yen a document, but i think charges will vary based on what is needed.
