I don't think it is likely that the airline or customs will let you go without a work visa if you don't clearly have a means out of the country. With no work visa, you are a tourist, which means you aren't planning on staying.

Perhaps others can report whether they got past this barrier by declaring they had other plans to leave (like by ferry boat, or just by showing funds to buy an outbound ticket)...?

I did it last year... but I had a job lined up - although they hadnt sorted my work visa, the company did give me a letter for customs should i need it which basically said "this person is hired by us and is applying for a work visa, and will not work until she gets one" which apparently would be ok.... luckily i didnt have to show it and everything was fine....
BUT thats just my story.... I dont know if it is worth the stress.

I came to Japan one-way, via ferry from South Korea, without a work visa, back in 2002.
Immigration officials might be less tolerant at airports, however.
