No, but it's much easier to settle in to the city if something's already lined up. It's quite a big adjustment to come to Shanghai especially for the first time. If you're coming from overseas, most employers line up arrangements to help you relocate, i.e. meet you at the airport, arrange temporary housing, apply for visas, etc.
If you're already in the region and familiar with getting around China, or you have friends in Shanghai to help show you the ropes, etc. then your idea would work. For the more adventurous types, walking in and finding work is an option too.

The Nanjing Hotel downtown is quite good, just off Nanjing (East) Road near the Henan Road subway station. Rooms go for around 300RMB a night.

JingAn District is good and central, but I'd recommend a little further west in Changning District, near Zhongshan Park. A subway is being extended towards the airport along Tianshan road, it should nearly be done by now. Real estate prices in that area are very cheap compared to neighboring districts (but will rise once the subway is completed).

Sounds decent, that would get you a nice comfortable start. I ended up paying around $700US two years ago. Most of that was for a two-month rent deposit, and then waiting for my first paycheck to arrive. If you rent a place, expect most of the start-up costs to go there. Food is cheap and very good. Transportation is next to nothing if you take subways.
