I am going to apply for the pre-college student visa and I am looking for work which can support me while I study.

I need work that is either afternoon (from 2pm is ok) or at night and that doesn't exceed 28 hours a week. I intend to live in Nagoya and am currently in Japan on a working holiday visa. I know I can tutor, but I would like to avoid this if possible so I don't have to spend so much time organizing times and places.

I have found peppy kids, which is pretty much perfect. Lessons start from around 3 and it is around 18 to 24 hours a week. I am just worrying that I won't get the job and want to apply for as many places as possible to increase my chances.

You'll be fine. In fact, the hours you're looking at working are going to be the most in-demand times. If you can open yourself up on weekends, too, then you'll fill your 28 hours easily.

Don't worry. I hate to say it's a sure thing, just in case, but you're in just about the best position you could be in to find work, schedule-wise.
