When you say equal rights for foreigners and Japanese alike does that mean our employers would legally offer two weeks' paid vacation and then make it impossible for us to take them?

No.

Your employer must make ten days annual paid leave available to all employees, japanese or foreign, after they've been working for six months. If it is impossible for you to take the annual paid leave, contact your local LSO or better yet join your local trade union.
