Can anyone tell me if money orders from American and Canadian banks are redeemable in Taiwanese banks?
Essentially they are the same as cash right?

Based on my experience back home, my guess is that, with a valid bank account, you should be able to cash tem for local currency.

I am not from those two countries but as far as I recall a friend of mine has done that. Try the larger banks. If all else fails try Western Union or a bank associated with them.
