If you have to pay money, it's a scam - and I consider that a total rip-off huge amount.
There is absolutely no reason for any qualified teacher to have to pay anyone to get a job in the Middle East. If you are unqualified, the Gulf is to be avoided because anyone who would hire you with no credentials is not someone that you would want to work for.
I'm referring here to native speakers of English, the situation *may* be different for non-native speakers from some countries. But even they should apply directly to employers first if they can.
