BKK for 6 weeks... a few questions?

I'm going to be in BKK for about 6 weeks, from June 26 through August 8, to do the CELTA at ECC as well as to travel a bit. I'm hoping to rent a serviced apartment nearby, ideally near Chitlom but I'll settle for near a BTS or metro station. ECC provides a list of places, and I saw a very long list in an older post here. Most of these are guesthouses and hotels, not apartments per se. Is anyone familiar with Interchange Tower? It's in my budget, but I'm not sure how far away it is or what the surrounding area's like. Penguin House is another I've looked at online. Any feedback? Any experience using moveandstay.com?

One recommendation I've heard is to arrive first and look around once I'm there. I've booked myself into a hotel for the first weekend. I think it's the low season, but I don't know how much this will affect serviced apartment rentals. On the one hand, I can see getting a better deal if I'm there in person; on the other hand, I worry about not finding anything because all the units in my price range are booked up.

Last thing, any recommendations where to pick up a cheap mobile phone for use while I'm there?

I just bought a cheap, brand new phone for 1,100 baht. It would probably have been cheaper in Bangkok. Where? Walk out of your hotel and look at any of the 10,000 phone stores within 200 metres of you.
