Well, who knows but then again, who really cares?
McCain has been to Vietnam since the war already in order to bring up the subject of missing in action troops. They, in turn decided to bring up the subject about Agent Orange.

Given that the US and Vietnam have diplomatic relations again any kind of state visit will be a fairly minor thing. |
