Both things are more or less the same. Your employer has to be Licensed to employ you as a foreigner in the first place. If they are licensed then they can issue you with an official initiation to work for them here in China. You take this to a Chinese consulate or embassy in your home country and apply for a work visa to work / come here.

This document is obtained from the municipal Foreign Affairs Office by your employer. |

Is the visa employer specific. Like if i take a job offer. Then for whatever reason decide to quit. Can I start right away with a different company. Or am I supposed to go home and get a new Z visa? |

Yes, it is employer specific.
If you can get your old employer to sign a release, sometimes you can minimize the process for a new work permit and not have to leave China. Sometimes. |

Your invitation letter is actually two parts, with matching serial numbers.
Your employer keeps one part and sends you the other one.
When your visa is being processed by the govt. officials, your employer must produced the matching part to show you will be working for the same employer who tendered the invitation. |
