Does Citibank still have a branch in Sapporo? If not does anyone know of an AEON Credit ATM location there? They seem to be the only ones amiable to overseas ATM cards.

Not true, Post Office ATMs will take overseas ATMs.

I've been gone since 2001. Will they take anything with a PLUS sign? I'm with HSBC.

You now have the choice of: 7-11 ATMs (yes, they have the Cirrus or Plus logo, can't remember which), Shinsei Bank ATMs (often found in non-JR train stations, and next to Starbucks) and Post Office ATMs- all will take foreign cards.

The times they are a-changin'.
