I have a Tesol Cert and a PGCE(FE) History along with 20 years experience; I have been told that I need a Diploma to be a Head/Director of Studies in the UK. Is this correct? |

If you wish to be director of studies at a private language school that is accredited by the British Council (wherever it is in the world, not just the UK), then the simple answer is "yes". |

Not as such, but there may be private language schools that are themselves BC-accredited that offer the DELTA.
You may go to the Cambridge ESOL website at http://www.cambridgeesol.org/ and search for any centres based in the United Kingdom and around the world, but be aware that not all examination centres for Cambridge ESOL examinations necessarily offer the DELTA.
Those that do will be indicated in individual entries with hyperlinks to individual modules, e.g., Delta Module One, Delta Module Two, Delta Module Three.
The Trinity College Diploma in TESOL can be found at http://www.trinitycollege.co.uk/ with similar details of centres offering this qualification. |

The British Council is just another language school. As a former employee of that institution, I never realised that it accredited anything. Even if so, what value would be attached to such accreditation?
Teaching diplomas are accredited by Cambridge, for example, but not the Brit Council. |

The accreditation of schools not the diploma. This is a large part of the BC's profit; a cushy little number. |
